The Regional Income Tax Agency (RITA or Agency) is looking for an individual who is accountable, who understands the value of working collaboratively, and who possesses the ability to lead high performing teams, to serve as its next Chief Information Officer (CIO).

About RITA: Our Mission at RITA is to provide Ohio cities and villages with a high quality, cost effective municipal tax collection service. We currently serve nearly 400 cities and villages across the State of Ohio, collecting and distributing more than $2B of municipal income tax revenue annually, at an average cost in 2023 of less than one cent of every dollar collected. About the Role: Information technology plays a critical role in the execution of our Mission. We are looking for a CIO who has proven experience and strength in leading the development and implementation of world class technology initiatives. As a vital member of RITA’s Executive Leadership team and reporting directly to the Agency’s Executive Director, the CIO will work collaboratively on the formation and execution of the Agency’s strategic plans, and oversee the technology and infrastructure objectives of the Agency.
RITA’s CIO must also be a proven team leader. We are looking for a leader who demonstrates empathy, operates with a service mindset and works hands-on to provide leadership, coaching and mentoring to our Information Services team.
EXAMPLES OF ESSENTIAL FUNCTIONS
- Leads, directs and motivates the Agency’s Information Services Department, and all assigned management and staff.
- Collaborates with the Executive Leadership Team in the formulation of Agency strategic plans, and ensures that the operations of the Information Services Department are aligned with those strategic plans.
- Collaborates with the Executive Leadership Team to ensure the organizational culture is focused on high performance and promotes trust, accountability, transparency and collaboration throughout the Agency.
- Provides leadership, training, coaching and mentoring to high performing employees of the Information Services Department.
- Identifies vendors of information processing hardware, software and services required by the Agency and oversees these relationships.
- Identifies new Agency and IS developments and technologies; anticipates resulting organizational modifications.
- Establishes long-term Agency and IS needs and plans and develops strategies for developing systems and acquiring software and hardware necessary to meet those needs.
- Ensures compliance with government regulations that apply to systems operations.
- Develops and implements the IS Department budget with each of the foregoing in mind.
- Maintains professional knowledge in applicable areas. Researches new business trends and makes recommendations for implementation. Reads and interprets professional literature. Attends training programs, workshops and seminars, as appropriate.

PHYSICAL REQUIREMENTS:

About You: A bachelor degree from an accredited university or college in Information Technology or a closely related field is required and a graduate degree is preferred, supplemented with at least seven (7) years of management experience within a comparable public or private sector organization, and demonstrating a strong set of executive management skills in information services, technology and operations. Previous information management experience in tax administration/collection or municipal finance is considered a plus. Current certification and/or training in information systems or computer programming is also preferred.
