Job Description

The China Functional SME will be assisting in developing, fact-finding and providing advice,
opinions, and recommendations on: the national security strategy development and execution
process by Combatant Commands, the Military Services, Allies/Coalition members, and the
interagency community; strategic and operational concept development with particular attention
to air, space and cyber power, the use of war gaming techniques to effect transformation of the Air Force, and the design, development and execution of strategic and operational war games, related seminars and workshops.

Additional Responsibilities Include, but are not Limited To:

  • Developing, coordinating, and advising on the implementation of policies to provide air,
    space, and cyberspace power expertise supporting the CSAF, AF/A3 and Numbered Air
    Force (NAF) Air Component Commander and Staffs, focused on the near-term time
    horizon (0-24 months) and current operational challenges.
  • Advising the Joint Staff (JS) and Combatant Commanders (CCDRs) during operational
    planning and analysis in order to provide optimal recommendations for the employment of AF capabilities against operational challenges associated with China.
  • Recommending the actions necessary to support a variety of major missions and operational plans associated with China and Southeast Asia.
  • Assisting with proposal development, if necessary.
  • Performing other duties, as assigned.

Experience:

  • Ten (10) years of combined federal [DoD or Department of State (DoS)] experience with five (5) years total experience at MAJCOM, HAF or JS/CCMD J2/3/5/8.
  • Shall possess multiple in-country experience working Chinese and Southeastern Asia PolMil issues with allies or partner nations in one or more of the following fields – Security Cooperation, Defense Policy, Alliance Management, Ministry of Defense or Joint Staff Liaison, Force Development or Burden Sharing.

Education:

  • Bachelor’s degree required.
    • Master’s degree (MA) or Doctorate (PhD) desired.

Certificates, Licenses, Registrations:

  • Shall have attendance and/or course completion certification and/or work experience in
    Chinese Security Studies.

Other Required Skills & Abilities:

  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
  • Knowledge of Air Staff and Joint administrative and operations instructions/procedures and be able to address programming, planning, budgeting, policy, and warfighting operational

Security Clearance:

  • Top Secret with SCI and SAP/SAR.

US Citizenship: This position supports a U.S. Government Contract whose terms require Sawdey Solution Services to staff it only with U.S. Citizens.
